Introduction to COC(VOC) in Côte d'Ivoire

According to the relevant decrees of the Ministry of Commerce and Trade Promotion of Côte d’Ivoire Cote D’Ivoire d’Ivoire began to implement the Verification of Conformity Programme(VoC). Products in the import control catalog of Côte d’Ivoire must be accompanied by Certificate of Conformity(CoC) during customs clearance to prove that the imported products comply with the relevant technical regulations and standards of Côte d’Ivoire. This certificate is a required document for the clearance of goods at Côte d’Ivoire customs.
The scope of controlled products in Côte d’Ivoire’s VoC is very wide, covering almost all imported conventional commodities, including food, electronics, electrical appliances or renewable energy products, cosmetics and personal hygiene products, construction materials, auto parts, accessories and lubricants, machinery, personal protective equipment, textiles, footwear, toys, etc.

Application Method

Exporters have the following three methods to prove whether their export products meet the standards and requirements of the Ivorian authorities:

A: Applicable to exporters or manufacturers that export to Côte d’Ivoire a small number of times each year.
After the submitted documents and inspection meet the requirements, the cooperative agency will directly issue a COC certificate.

B:Applicable to common exporters with homogeneous products.
The cooperative agency issues a registration certificate. During the validity period of the certificate, the goods will be inspected every three months or six months. Registered products still require a COC when shipped so that it can be allowed to enter Côte d’Ivoire. Since being registered with the cooperative institution, the COC operation process will be more convenient.

C: Applicable to factories whose annual export volume is very large and very frequent.
The cooperative agency issues a license, and the first order needs to be inspected, and random inspections will be carried out from time to time. When the licensed products are re-exported to the destination country, they can obtain COC compliance certification without inspection and testing.
