Introduction to FERI

According to the circular issued by the Democratic Republic of the Congo on April 22, 2008, all goods shipped to the port(MATADI) in the Democratic Republic of the Congo or transit ports (such as DAR ES SALAAM, MOMBASA, DURBAN, POINTE NOIRE port) must apply for F.E.R.I.(Fiche Electronique des Renseignements à l’importation) before the ship arrives. Otherwise, no application for FERI can be regarded as a violation of the regulations in DRC and resulted in heavy penalties and failure of customs clearance.

Chronology of FERI

FERI has begun to implement on April 22, 2008.

The FXI number has been voluntarily provided since July 1st, 2016.

In 2019, the new FERI system has been officially implemented in the Democratic Republic of the Congo.

Introduction to AD

AD: AD (Certificate of Destination/ The Attestation de Destination)is a shipping document for goods transported by road or railway from a port of transit/destination to DRC.

ADR: ADR(Regional Certificate of Destination/ The Attestation de Destination Régionaleis) is a document for goods originated in Africa and transported by road or railway to DRC.

Consequently, all cargo transported from destination port or originated from Africa should apply for the AD or ADR certificate signed by OGEFREM or its agent.

How to apply for FERI/AD

I. FERI Application Procedure for Maritime and Air Transportation

1.Please submit the following documents:

(1)Bill of lading/Air waybill (draft)

(2)Export Commercial Invoice

(3)Packing List

(4)Application Form

2.A quotation and a debit note will be offered once the above documents are received. Please make the payment and return the bank slip to us.

3.FERI number will be issued upon bank slip.

4.Please fill in the application form (download the latest version on our website) according to the bill of lading. Then send the application form, the stamped commercial invoice, the scanned version of the packing list and the original bill of lading to us.

5.A draft of the FERI certificate will be sent to the applicant for review.

6.After receiving the confirmation email from applicant, the original certificate will be issued.

Note :

1.To avoid the confusion of different emails which may affect the issuance of FERI, please name the email with the bill of lading number for each application.

2.Please name the application materials required in the following formats

If there is more than one pages in a document, please combine them in one file.

3.Attention

**The FERI must be applied and issued before the shipping company issues the original bill of lading and the vessel arrives at the destination port.

**Each bill of lading must be accompanied by one FERI.

**Original FERI in PDF format will be send via email after approval by OGEFREM, and no paper certificate provided.

**FERI should be sent as a printed paper certificate or attachment with email to consignee in the port of discharge, freight forwarder or shipping company.

II. AD Application Procedure

1.Please submit the following documents:

(1)Original FERI Certificate

(2)Bill of Lading

(3)Packing List

(4)Commercial Invoice

(5)Application Form for AD (One form for each transport vehicle. If there are several vehicles, please copy sheets in Excel to fill out related information)

(6)Export Declaration from the transit country to DRC

2.A quotation and a debit note will be offered once the above documents are received. Please make the payment and return the bank slip to us.

3.AD certificate will be issued upon bank slip.

4.Note: An original AD certificate will be issued directly without a draft. Therefore, we do not take responsibility for certificate invalidation caused by incorrect information.

Questions

The FERI Certificate (Fiche Electronique des Renseignements à l’Importation) is required for all cargo shipped to DRC. The FERI Certificate serves as a crucial cargo tracking tool, allowing local authorities to collect cargo information and ensure the accuracy of cargo information.

Following documents are required when apply for FERI certificate:

-Bill of Lading (Applications can be made with a draft copy. Original B/L will be needed when FERI takes effect)

-Commercial Invoice

-Freight Invoice (It is not necessary if the freight value is indicated on commercial invoice)

-Application Form

Please be sure about the final documents. Once the original FERI certificate is issued, no modifications can be made.

No FERI Certificate will be considered as violation of the regulations of the Democratic Republic of Congo,  which result in severe penalties, and even the refusal of cargo clearance at the destination port.

Once the FERI Certificate is issued, it is not possible to modify or update it. So the information provided during the application process must be correct so as to avoid inconsistencies or customs clearance issues.
