Since customs administrations of many African countries need to collect information of imported goods in advance to facilitate statistics of port throughput, taxation and other data, they have implemented mandatory electronic cargo tracking notes for imported goods, otherwise cargo without such certificate will be regarded as a violation of relevant regulations and result in failure of customs clearance and high fines. Electronic cargo tracking note has different names such as BESC, BSC, CNCA/ARCCLA, FERI, ENS, etc., in different countries. They are collectively referred to Electronic Cargo Tracking Note, which are customs clearance documents for exporting goods to the destination country.
